The purpose of this Association shall be to develop, promote, encourage and enforce restrictive, functional and aesthetic use and establishment of land, water and air improvements, in the best interest of the community; to make inquiry and represent the community in matters of assessment, taxes, zoning, building and safety codes, highways, drainage, utilities and in the broadest scope all matters consistent with the diligent, effective homeowners improvement and protective association.
